Establishes the statewide Early Childhood Integrated Data System under the State Department of Social Services to link data across programs serving children from birth to five years of age

Creates the Interagency Early Childhood Data Task Force with representatives from eight state entities (including Health and Human Services Agency, Education, Developmental Services, and First 5 California) plus a data privacy expert to coordinate system development

Requires the task force to conduct a comprehensive landscape analysis of existing early childhood data, identify collection gaps, and submit annual progress reports to the Legislature

Mandates memoranda of understanding for data sharing with eight additional state entities including the Department of Housing and Community Development, Employment Development Department, and Student Aid Commission

Authorizes collection of data on children's education programs, health, food, teacher credentialing, income, address, age, learning milestones, and hours in care, with privacy protections limiting data use to purposes specified in the bill
