Restores the authority of licensed vocational nurses (LVNs) to perform respiratory tasks and services as permitted under their scope of practice prior to January 1, 2023, before restrictions imposed by SB 1436 (Chapter 624, Statutes of 2022) took effect

Removes multiple exemptions and detailed requirements that were added after 2022, including training requirements, competency certifications, and setting-specific restrictions for LVNs performing respiratory care

Eliminates specific provisions allowing LVNs to perform respiratory tasks in congregate living facilities, intermediate care facilities, adult day health centers, pediatric day health facilities, and schools under various supervision requirements

Amends the Business and Professions Code and Education Code to make conforming changes that remove references to the restricted respiratory care framework established by SB 1436

Requires majority vote for passage and will go through fiscal committee review, though it contains no appropriation and does not create a local program mandate
