Creates a new felony offense for knowingly impeding the breathing or blood flow of an intimate partner by applying pressure to the throat, neck, or chest, or by obstructing the nose or mouth

Applies to victims who are current or former spouses, cohabitants, dating partners, or parents of the offender's child

Punishable by 2, 3, or 4 years in state prison, or up to 1 year in county jail, or a fine up to $6,000, or both fine and imprisonment

Amends Penal Code Section 273.5 to add strangulation as a standalone offense separate from corporal injury causing a traumatic condition
