Requires the Department of Food and Agriculture to establish an interagency task force evaluating alternative manure management practices for achieving California's methane reduction goals of 40% below 2013 levels by 2030

Task force membership includes representatives from the State Air Resources Board, State Water Resources Control Board, CalRecycle, Natural Resources Agency, plus external experts and dairy/livestock producers of varying sizes and operation types

Task force responsibilities include coordinating scenario modeling of alternative manure practices, assessing how these practices support groundwater protection and water quality plans, and facilitating interagency data sharing and research identification

Findings may be incorporated into the State Air Resources Board's comprehensive short-lived climate pollutant strategy and the 2027 scoping plan update

Requires the Department of Food and Agriculture to convene government agencies to streamline permitting for new projects managing manure through on-farm composting or selling/transferring manure to offsite users
