Requires state and local agencies acquiring private undeveloped land to create fire prevention management plans and report costs within one year of acquisition

Grants private property owners the right to conduct wildfire fuel reduction activities (removing dead trees, thinning brush, creating defensible space) following county fire chief guidelines, exempt from CEQA environmental review

Preempts local ordinances that restrict fuel reduction activities and prohibits state agencies from imposing additional permitting or regulatory requirements on these activities
