Establishes the Engaged California Program within the Office of Data and Innovation, effective January 1, 2027, to facilitate structured dialogue between Californians and state government through deliberation and development of actionable policy recommendations

Requires the Office to design, operate, and maintain a technology platform for public deliberation and establish standards and best practices for its use

Mandates that deliberation topics be selected in consultation with stakeholders and must be relevant to Californians' lived experiences, appropriately complex, involve differing perspectives, and be actionable for policy decisions

Requires state agencies identified by the Office to coordinate outreach, community engagement, and provide relevant data for each selected topic, ensuring participants reflect California's demographic, geographic, and socioeconomic diversity

Authorizes the Office to accept supplemental funding from partner organizations including philanthropic groups and civil organizations, with all program funds continuously appropriated without regard to fiscal year
