Expands professional malpractice certificate requirements to cover landscape architects, professional geologists, and professional geophysicists, in addition to architects, engineers, and land surveyors

Shifts certificate execution from the plaintiff's attorney to a licensed practitioner in the same discipline as the defendant, requiring at least 15 years of licensure and practice in California

Requires the certifying practitioner to declare they are not a party to the litigation, not a current/former employee of any party, and did not serve as the design professional on the project in question

Eliminates the exception allowing attorneys to file certificates stating they were unable to obtain required consultations due to statute of limitations concerns or refusals from practitioners

Requires separate certificates for each named defendant or cross-defendant based on their respective discipline and licensure, rather than one certificate covering all defendants
