Requires local educational agencies (LEAs) receiving Expanded Learning Opportunities Program funding to prioritize offering program access to unduplicated pupils (English learners, students eligible for free/reduced-price meals, and foster youth)

Applies to LEAs with 55% or more unduplicated pupil populations that receive $2,750 per unit of average daily attendance for expanded learning programs serving kindergarten through grade 6

Expanded learning programs must provide at least 9 hours of combined instructional time, recess, meals, and before/after school activities on school days, plus 30 non-school days of programming

Does not change existing requirements that LEAs must offer access to all pupils and provide access to any pupil whose parent requests placement; adds prioritization layer for unduplicated pupils
