Requires the Public Utilities Commission (PUC), Energy Commission, and Independent System Operator to update their transmission planning memorandum of understanding by January 1, 2028, to incorporate Federal Energy Regulatory Commission Order 1920-A requirements, including methods for decision-making under uncertainty

Mandates that resource portfolio planning maintain ratepayer affordability across future uncertainties including load growth, resource availability, and technology costs

Requires the PUC to complete a transmission and interconnection availability assessment before approving resource procurement, confirming sufficient infrastructure exists in the ISO's approved transmission plan

Extends transmission planning projections from 15 years to at least 20 years into the future and requires submission of at least one resource portfolio that is adaptable and low-risk for ratepayer affordability

Requires the PUC to publish all nonconfidential input and output data used in integrated resource planning and transmission planning processes on its website by January 1, 2028
