Adds the Superintendent of Public Instruction as a voting member of the State Board of Education starting January 15, 2027, replacing one of the appointed positions to maintain 11 total members

Creates a new Education Commissioner position appointed by and serving at the pleasure of the Governor, who will assume executive and administrative functions currently held by the Superintendent of Public Instruction

Establishes the Office of the Superintendent of Public Instruction as a separate entity with a deputy, three associate superintendents, and support staff operating under the Superintendent's supervision

Transfers various employees from the State Board of Education and the Superintendent's office to the Department of Education, with employees retaining their civil service status and rights

Adds the Superintendent of Public Instruction as a 19th voting member of the Board of Governors of the California Community Colleges
