Removes the "information technology electronic communications technician" classification from positions eligible for special hiring rules in Los Angeles Unified School District (LAUSD)

Extends indefinitely LAUSD's authority to hire classified employees from outside the top 3 ranks on eligibility lists when positions require special qualifications (bilingual skills, driver's license, specialized certifications, or specific gender as bona fide occupational qualification)

Allows LAUSD to retain classified employees hired under special qualification rules during layoffs, regardless of seniority, if their layoff would deprive the district of the specialized qualifications that justified their original hiring

Applies exclusively to LAUSD as a special statute, justified by the Legislature based on LAUSD's status as the largest school district in California
