Requires the California Council on Science and Technology (CCST) to establish by January 1, 2027 a program to analyze legislation that would impose new requirements or programs paid for by electric and gas utility ratepayers

Analyses would be conducted upon request from legislative leadership or committee chairs and must assess potential rate increases, benefits to ratepayers, impacts on disadvantaged communities, and whether alternative funding sources would be more appropriate

Applies to utilities with more than 100,000 service connections and covers new requirements, new ratepayer-funded programs, and revisions to existing programs or requirements

CCST must implement conflict-of-interest provisions prohibiting participation by anyone with a material financial interest in the legislation being analyzed

The program has a sunset date of January 1, 2032, after which these provisions are automatically repealed
