Mandates translated notices in the resident's primary language or accessible formats (large print, braille) for vision-impaired residents, provided simultaneously with the English version; violations constitute a class "B" violation with a $1,000 civil penalty.

Increases daily penalties for facilities that fail to comply with hearing decisions regarding improper transfers or discharges from $750 to $1,000 per day, and raises the maximum aggregate penalty from $75,000 to $100,000.

Requires the State Department of Public Health to prohibit new resident admissions to facilities that fail to comply with hearing decisions until compliance is achieved or the facility seeks judicial review.

Requires copies of transfer/discharge notices to be sent to the local long-term care ombudsman electronically, with emergency transfer notices provided within 24 hours of the transfer.
