Makes nonsubstantive technical changes to the Homekey program statute by adding commas to clarify phrasing ("impacted by, or at increased risk for, medical diseases")

Homekey provides grants to cities, counties, and other public entities for acquiring, rehabilitating, or constructing housing for homeless individuals or those at risk of homelessness

Eligible uses include acquisition of motels/hotels/apartments, master leasing properties, converting non-residential to residential units, new construction, and capitalized operating subsidies

At least 8% of Homekey funds must be reserved for projects serving homeless youth or youth at risk of homelessness

Projects using Homekey funds are automatically deemed consistent with local plans and exempt from conditional use permits or discretionary reviews
