Requires that state civil service employees can only be disciplined for conduct that is "reasonably related to the employee's fitness, qualifications, or ability to perform the duties of the position"

Amends Government Code Section 19572, which lists 24 causes for discipline including fraud, incompetency, dishonesty, insubordination, conviction of felonies, and unlawful discrimination

Preserves all existing procedural and substantive protections provided by other statutes, regulations, or memoranda of understanding

Applies to current state employees and persons on employment lists who may face adverse action
