Exempts public fire agency fire station projects from California Environmental Quality Act (CEQA) review for planning, design, site acquisition, construction, rehabilitation, and maintenance activities

Requires all construction, rehabilitation, and maintenance contracts exceeding $50,000 to be covered by a project labor agreement to qualify for the exemption

Prohibits the exemption for projects located on protected sites including prime farmland, wetlands, hazardous waste sites, floodplains without adequate protection, earthquake fault zones without seismic compliance, conservation lands, and protected species habitat

Requires lead agencies to file a notice of exemption with the Office of Land Use and Climate Innovation, including documentation that the project meets all exemption criteria

Allows lead agencies to rely on publicly available state and federal maps and data without preparing biological surveys or technical studies to verify site eligibility
