Authorizes the California DMV to participate in the State-to-State Verification Service operated by the American Association of Motor Vehicle Administrators to verify and exchange driver's license, identification card, and driver history records with other states

Limits information sharing to individuals with REAL ID-compliant licenses or identification cards, and only to the minimum extent necessary to comply with federal law

Prohibits the DMV from disclosing applicants' addresses, photographs, gender markers, biometric data (including fingerprints), or whether someone holds a license issued under Section 12801.9 (AB 60 licenses for undocumented immigrants) unless federal law requires it

Declared an urgency statute requiring a two-thirds vote, taking effect immediately to implement provisions of the Budget Act of 2025 relating to the DMV
