Requires the Superintendent of Public Instruction to develop and publish statewide guidance on outdoor learning by July 1, 2028, covering best practices, safety considerations, equitable access strategies, and partnership models with tribes and community organizations

Establishes a 3-year Statewide Outdoor Learning Pilot Program with grants to six pilot sites representing northern, southern, and central California, prioritizing historically underserved communities

Each pilot site must include a local educational agency partnered with community-based outdoor learning providers, with a statewide evaluator assessing program impact on attendance, engagement, academic achievement, and student health

All pilot program activities and professional learning resources are contingent on legislative appropriation; the pilot program sunsets January 1, 2032
