Requires the California Public Utilities Commission, State Energy Resources Conservation and Development Commission, State Air Resources Board, and other state agencies to consider the energy potential and high energy capacity of Imperial County and Lithium Valley when implementing the state's renewable energy goals

Applies to California's existing policy mandating 90% renewable/zero-carbon electricity by 2035, 95% by 2040, and 100% by 2045

Amends Section 454.53 of the Public Utilities Code to add Imperial County and Lithium Valley energy development as a required consideration alongside existing factors like grid reliability and customer rate impacts

No state reimbursement to local agencies required because any costs stem only from changes to crime or infraction definitions under the Public Utilities Act
