Expands the definition of "loss of minimum essential coverage" to include situations where a joint agreement between health care service plans or health insurers to provide coverage expires, dissolves, or is otherwise terminated, specifically for enrollees in federally designated medically underserved areas

Requires health care service plans and health insurers to provide written or electronic notice to enrollees at least 60 days before the effective date of any joint agreement termination

Mandates that the 60-day notice inform enrollees that the termination may constitute a loss of minimum essential coverage, which would trigger eligibility for a special enrollment period to obtain new coverage

Applies to both the Department of Managed Health Care (health care service plans) and the Department of Insurance (health insurers) regulatory frameworks

Creates a state-mandated local program because willful violation of these provisions by a health care service plan would constitute a crime under existing Knox-Keene Act enforcement mechanisms
