Requires AI model operators to implement interoperability interfaces enabling users to share contextual data (prompts, conversation histories, files, preferences) directly with other AI models

Defines "open protocol" as publicly available rules for data exchange free from licensing fees and patent restrictions, and provides a rebuttable presumption of compliance for companies using Attorney General-approved protocols

Authorizes the Attorney General to enforce the chapter with administrative fines of up to $2,500 per violation or $7,500 per intentional violation, plus injunctive relief
