Authorizes community college districts to enter instructional service agreements with county probation departments to provide academic or career technical education courses at juvenile halls, youth correctional centers, and camps

Allows non-local community college districts to step in and provide courses if the home district fails to respond to a juvenile facility's written request within 90 days

Prohibits home community college districts from blocking or interfering with non-local districts providing instruction once the 90-day deadline passes

Preserves home districts' right to continue offering their own courses and does not grant exclusive instructional rights to any outside district

Named the "Juvenile Justice Education Access and Equity Act," the bill requires no appropriation and maintains existing apportionment, academic, and reporting requirements
