Authorizes local governments to demonstrate proportional cost of service for property-related fees using any method that reasonably allocates costs, substantiated by historic, existing, estimated, or projected data

Permits water and sewer agencies to impose uniform or tiered rates based on parcel classes defined by common characteristics (improvement size, land use, plumbing fixtures, meter size, peak use) rather than exact cost measurement at each parcel

Allows water agencies to justify tiered rate costs using various factors including water source costs, facility operation/maintenance/construction costs, systemwide peak demand contributions, and water conservation implementation costs

Provides agencies discretion to set tier breakpoints without requiring cost-based justification, as long as each tier's rate does not exceed the proportional cost of service allocated to parcels in that tier

Amends the Proposition 218 Omnibus Implementation Act by adding Section 53751.5 to the Government Code
