Requires large electrical corporations (those with over 3 million California customer accounts) to establish an Industrial Decarbonization and Energy Efficiency Program by filing a Tier 2 advice letter with the Public Utilities Commission by August 1, 2027

Eligible facilities must be industrial or manufacturing facilities with a minimum peak load of 500 kilowatts, enrolled in medium or large energy customer electric tariffs, and not be residential or government customers

Grants may fund up to 50% of eligible project costs, including energy efficiency upgrades achieving at least 20% energy reduction, behind-the-meter renewable energy, industrial electrification, and carbon capture technologies

Program funding comes from energy efficiency charges already collected from eligible facilities, with each facility's cumulative grants capped at the amount it contributed

Governor's Office of Business and Economic Development provides independent review and approval of grant awards, with priority given to projects that reduce greenhouse gas emissions, lower energy consumption, or improve grid efficiency
