Appropriates up to $300 million annually from the Greenhouse Gas Reduction Fund for nature-based climate solutions from fiscal year 2027-28 through 2045-46

Allocates $150 million to the Natural Resources Agency for nature-based climate solutions including restoration, conservation, and land management activities

Directs at least $50 million to the Department of Food and Agriculture for nature-based climate solutions in croplands and grasslands, including healthy soils practices and organic farming conversion

Leaves remaining funds (up to $100 million) to be allocated at the Legislature's discretion for additional nature-based climate solutions

Requires a two-thirds vote for passage due to the appropriation from the Cap-and-Invest Program's Greenhouse Gas Reduction Fund
