Prohibits Medi-Cal managed care plans from requiring a new treatment authorization request when a patient returns from acute hospitalization during a bed hold period

Authorizes the State Department of Health Care Services to impose sanctions on Medi-Cal managed care plans that violate these authorization requirements

Applies to subacute care programs in health facilities serving patients who require intensive medical support such as mechanical ventilation, tracheostomy care, intravenous therapy, or tube feeding
