Allows controlled environment horticulture spaces (commercial greenhouses) using single-paned windows with thermal curtains, thermal screens, or shade cloths to be considered compliant with the California Energy Code, rather than requiring double-paned windows or insulated glazing

Requires the California Building Standards Commission, in consultation with the Energy Commission and Department of Food and Agriculture, to develop permanent building standards for these alternative technologies starting with the next triennial code update

Applies statewide to all cities, including charter cities, as a matter of statewide concern related to food security and the greenhouse industry

Current double-paned window requirements are identified as poorly suited for greenhouses where light transmission and cost-effectiveness are critical for operations
