Grants priority registration for enrollment at California State University and community college campuses to students receiving fee waivers as dependents of disabled, killed, or deceased veterans, Medal of Honor recipients, and children of Medal of Honor recipients

Extends the same priority registration to any student using federal GI Bill benefits

Takes effect beginning with the 2028–29 academic year

Requests (but does not require) the University of California to implement the same priority registration policies

Applies only to campuses that administer a priority enrollment system; state reimbursement to community college districts required if Commission on State Mandates determines costs are mandated
