Authorizes the Commission on Teacher Credentialing to approve California community colleges that offered baccalaureate degrees before January 1, 2026 to recommend candidates for designated subjects career technical education credentials from January 1, 2027 through January 1, 2033

Removes community colleges conferring baccalaureate degrees from the general definition of "regionally accredited" institutions for teacher credentialing purposes, limiting their role to this specific career technical education credential program

Requires the Legislative Analyst's Office to conduct an interim statewide evaluation of community college career technical education credential programs and report findings to the Legislature and Governor by January 1, 2032

Evaluation must include data on accredited programs, completion rates, costs to colleges and candidates, number of credentials issued, teacher retention after three years, and regional workforce demands

Preserves existing provisions allowing coursework completed at accredited community colleges to count toward satisfying various teaching credential requirements
