Requires the Department of Fish and Wildlife to establish a hunting tag transfer program allowing parents, legal guardians, or grandparents to transfer their deer, elk, antelope, bear, or bighorn ram tags to children or grandchildren aged 17 or younger

Transferee youth must possess a valid hunting license, be eligible for the tag, and be accompanied by a parent, legal guardian, or grandparent during the hunt

Creates a second transfer program allowing tag holders to donate tags to 501(c)(3) nonprofit hunting organizations that serve children with life-threatening medical conditions or permanent physical disabilities

Nonprofit organizations receiving donated tags must provide hunting opportunities to eligible children aged 17 or younger who hold valid hunting licenses and accompany them during the hunt

Authorizes the department to collect a transfer fee covering reasonable administrative costs, with revenues deposited into the Big Game Management Account
