Preserves the consumer's right to decline development of a caregiver succession plan

Mandates that caregiver succession discussions and plans be person-centered, reflect the consumer's wishes and goals for maximum independence, and align with supported decisionmaking principles

Clarifies that caregiver succession plans serve as planning and guidance tools only and do not confer legal authority or modify conservatorships
