Creates the California Healthy Food Financing Initiative Council within the State Treasurer's office, chaired by the Treasurer and including the Secretaries of Food and Agriculture, Health and Human Services, and Labor and Workforce Development

Requires the council to develop financing options using public, philanthropic, and private funds to expand access to nutritious foods in underserved urban, suburban, tribal, and rural communities and eliminate food deserts

Establishes the California Healthy Food Financing Initiative Fund in the State Treasury to receive federal, state, philanthropic, and private funds for expanding healthy food access in underserved communities

Mandates the council launch an informational website by March 31, 2027, detailing available funding sources, interagency activities, and resources on food deserts

Requires the Secretary of Food and Agriculture to prepare food access recommendations for the Legislature by July 1, 2027, with authority to establish a 21-member advisory group including food policy advocates, grocery industry representatives, and community stakeholders
