Expands the Sacramento-San Joaquin Delta Conservancy to include the "Valley" (lands within Yolo, Sacramento, Solano, and San Joaquin counties outside the Delta) and renames it the Valley and Delta Conservancy

Establishes the Valley Program to support environmental protection and economic well-being of Valley residents, including habitat restoration, agriculture preservation, recreation, workforce development, and climate resilience

Adds two liaison advisers to the governing board: designees from the Sierra Nevada Conservancy and the San Joaquin River Conservancy, bringing total liaison advisers from 10 to 12

Authorizes the conservancy to engage in partnerships with and award grants and loans to tribal organizations, in addition to existing authority for nonprofit organizations, local public agencies, and landowners

Requires that funds for Valley activities only be allocated if the Legislature specifically appropriates money for that purpose, keeping existing Delta and Suisun Marsh appropriations restricted to those areas
