Increases county recorder fees from $10 to $15 for recording the first page and from $3 to $4 for each additional page of instruments, papers, or notices required to be recorded

Eliminates existing $1 and $3 penalty fees for documents with nonconforming print spacing or page dimensions

Repeals the $1 additional indexing fees previously charged for documents with multiple references to prior recorded documents or for documents requiring indexing of more than 10 names

Requires county recorders collecting these fees to implement an electronic recording delivery system by January 1, 2028

Extends indefinitely the optional $1 per-document archiving fee (previously limited to micrographics conversion costs) and restricts various recording fees for exclusive use by the county recorder's office
