Requires the State Board of Education to select an organization by March 1, 2027, to convene a working group that will develop the "Closing the Achievement Gap State Operations and Support Plan"

Working group must include legislative leaders, Superintendent of Public Instruction, State Board of Education president, and representatives from teacher unions, school boards, parent associations, and administrator groups

Plan must establish specific goals and benchmarks for state entities to support local educational agencies, including performance targets for the Department of Education, Commission on Teacher Credentialing, and California Collaborative for Educational Excellence

Plan must identify unfunded mandates, reduce regulatory fragmentation between state agencies, and recommend remedial actions if the state fails to meet its benchmarks—without imposing additional reporting requirements on local districts

Assembly and Senate Budget Committees must hold annual joint hearings starting March 1, 2028, to evaluate state progress toward closing achievement gaps
