Establishes the California State University Enrollment, Access, and Retention of Nontraditional Students Program to increase reenrollment rates for students who withdrew before earning a bachelor's degree

Requires the CSU Chancellor to prioritize enrollment funding for campuses that meet enrollment targets and conduct outreach to reenroll former students

Mandates by July 1, 2027, a transcript evaluation policy that accepts all CSU coursework toward the original degree if the student returns within five years, and maximizes credit for students returning after five years while prohibiting requirements to repeat coursework already completed with satisfactory grades

Requires each CSU campus to designate a nontraditional student advisor and provide priority registration to returning students beginning July 1, 2027

Requires the CSU trustees to maintain a public data dashboard by September 1, 2028, tracking reenrollment numbers, student demographics (race, Pell Grant status, first-generation status), and completion rates
