Removes the Board of Parole Hearings' authority to advance parole hearings to dates earlier than the scheduled 3, 5, 7, 10, or 15-year denial periods set under Marsy's Law (Proposition 9)

Eliminates the existing process allowing inmates to submit written requests asking the board to move up their parole hearing based on changed circumstances or new information

Deletes provisions that previously allowed the board to grant earlier hearings when evidence showed public and victim safety would not require the full additional incarceration period

Amends the Elderly Parole Program (Section 3055) to remove references to advance hearing requests, aligning it with the elimination of early hearing provisions
