Establishes legislative intent to review California's essential health benefits benchmark plan and create a new benchmark plan for the 2027 plan year for health insurers

Requires, starting January 1, 2027 (if federally approved), individual and small group health insurance policies to cover comprehensive fertility services including: artificial insemination, three gamete retrieval attempts, three embryo creation attempts, cryopreservation, two years embryo storage, unlimited gamete storage, unlimited embryo transfers, two vials of donor sperm, ten donor eggs, and surrogacy coverage

Mandates coverage for durable medical equipment including mobility devices (walkers, wheelchairs, scooters), augmented communication devices, CPAP machines, portable oxygen, and hospital beds

Requires coverage for an annual hearing exam and one hearing aid per ear every three years

Allows the Insurance Commissioner to issue guidance to health insurers by January 1, 2027, without following standard Administrative Procedure Act requirements
