Establishes a producer responsibility program for lubricant waste products (antifreeze, engine oils, greases, transmission fluids, and similar automotive/mechanical fluids) and their packaging up to 15 gallons, requiring producers to fund collection and proper disposal at no cost to residents

Requires CalRecycle, in coordination with the Department of Toxic Substances Control, to adopt implementing regulations with an effective date no earlier than January 1, 2029, and to approve a single producer responsibility organization (PRO)

Mandates the PRO submit a producer responsibility plan within 12 months of regulation effective date, including funding mechanisms, and implement the approved plan within 90 days of approval

Creates the Lubricant Waste and Packaging Producer Responsibility Fund for administrative charges and a separate penalty account for civil penalties collected from violators, with funds appropriated by the Legislature for program enforcement and related grants

Exempts lubricant packaging from the existing Plastic Pollution Prevention and Packaging Producer Responsibility Act (Chapter 42041) to avoid regulatory overlap with this new program
