Excludes cannabinol (CBN) isolate from the definition of "cannabis concentrate" under the California Uniform Controlled Substances Act beginning January 1, 2028, adding it to the existing exclusion for CBD isolate

Expands the prohibition on tobacco retailers selling cannabis from "retail sale" to "any sale," making it a crime for anyone engaged in selling cigarettes or tobacco products to sell cannabis, cannabis products, or products presumed to be cannabis at any level

Authorizes seizure of cannabis or cannabis products possessed, stored, offered for sale, or sold at unlicensed premises by the California Department of Tax and Fee Administration or law enforcement

Establishes civil penalties for tobacco retailers violating cannabis sale prohibitions: $1,000-$2,000 for first violations, $2,000-$5,000 plus license suspension for second violations, and $5,000-$10,000 plus license revocation for third violations within five years

Clarifies that funds in the Cigarette and Tobacco Products Compliance Fund may be used for seizure and destruction of any product seized under the act, including cannabis products
