Defines small restoration use to include storage and forbearance projects where water users reduce diversions during low streamflow periods in exchange for rights to divert during higher flows

Requires the State Water Resources Control Board to prioritize processing small restoration use registrations that include dedication of water to instream beneficial uses or wetlands habitat

Amends the Restoration Management Permit Act to allow the Department of Fish and Wildlife to authorize continued water diversion and use through restoration permits when habitat benefits depend on maintaining changed water management practices

Applies existing renewal requirements to small restoration registrations, including 5-year renewal periods and automatic revocation for unpaid fees or missing reports
