Requires the Public Utilities Commission (PUC), starting January 1, 2030, to use the same capacity valuation method when setting resource adequacy and procurement obligations for load-serving entities (electrical corporations, electric service providers, and community choice aggregators)

Directs the PUC to initiate a process by January 1, 2030 to consolidate compliance reporting for load-serving entities across multiple programs (resource adequacy, renewables portfolio standard, and integrated resource planning) into a single reporting process

Mandates that any compliance reporting requirements or templates must be finalized at least 20 calendar days before load-serving entities must submit their reports

Requires the PUC to explain in its annual report, when the Independent System Operator uses backstop procurement authority, whether the need arose from load-serving entity noncompliance or from methodology differences between the PUC and ISO in assessing resource reliability contributions
