Requires the California Department of Transportation (Caltrans) to develop and maintain preapproved suicide prevention safety-barrier designs for local governments to use on bridges and overpasses

Builds on existing law requiring Caltrans to incorporate suicide deterrent considerations into guidance documents by July 1, 2028

Suicide deterrent measures include evaluation of countermeasures such as barriers, fencing, and infrastructure modifications on state highway bridges and overpasses

Requires consultation with the State Department of Public Health and collaboration with impacted local governments

Does not impose a mandatory duty on the state under Government Code Section 815.6 (limiting potential liability)
