Establishes a DMV pilot program (January 1, 2027 through January 1, 2033) requiring persons convicted of excessive speeding, reckless driving, or speed exhibitions to install certified active intelligent speed assistance (ISA) devices on vehicles they operate

Mandatory ISA installation terms range from 12 to 48 months based on offense severity and prior convictions, with first-time offenders subject to discretionary court-ordered installation of up to 6 months

Tampering with, circumventing, or operating without a required ISA device is a misdemeanor and extends the installation requirement by 120 days

Requires income-based fee schedules for device costs, with persons at or below 100% federal poverty level paying only 10% of costs, scaling up to 100% for those above 400% federal poverty level

Transportation Agency must report to the Legislature by July 1, 2032 on program outcomes, including recidivism rates and crash-related injuries and deaths
