Mandates written transfer agreements with the nearest hospital and other hospitals necessary for safe patient transfers, with patients to be stabilized for transport or release within 24 hours of registration

Sets special permit application fee at $15,000, with permits expiring after 2 years and renewable for a combined period not exceeding 10 years from initial issuance

Addresses geographic isolation in Patterson, where residents face approximately 21-mile travel distances and 36+ minute drive times to the nearest full-service acute care hospital due to limited roadways, rail crossings, and weather-related disruptions
