Amends Business and Professions Code Section 7110 governing disciplinary actions against licensed contractors by the Contractors State License Board

Creates a new exemption providing that contractors who use "technologies, tools, and equipment" while performing construction work cannot face disciplinary action for doing so

Maintains existing causes for disciplinary action including willful violation of building codes, safety laws, labor laws, workers' compensation requirements, and permit regulations

Reorganizes the existing statute by converting lettered subsections (a) through (h) into numbered paragraphs under a new subdivision (a)
