Extends the Pierce's Disease Control Program and Pierce's Disease Management Account from March 1, 2031 to March 1, 2036, allowing continued state efforts to combat Pierce's disease and the glassy-winged sharpshooter pest affecting grape crops

Continues the Pierce's Disease and Glassy-winged Sharpshooter Board and associated annual assessments on grape processors through March 1, 2036, contingent on a favorable referendum vote by eligible producers and processors

Requires the Secretary of Food and Agriculture to establish by April 15, 2030 a list of persons eligible to vote in a referendum on continuing the program's assessment provisions

Extends the secretary's advisory task force on Pierce's disease control and management from March 1, 2031 to March 1, 2036

Makes an appropriation by extending continuously appropriated funds for research and pest control activities related to Pierce's disease
