Exempts grants and subgrants from the Employment Development Department (EDD) to local workforce development boards from state contracting requirements under the Public Contract Code, State Administrative Manual, and Department of General Services review

Requires all EDD funds disbursed to local workforce boards to follow the same financial reporting, recordkeeping, and auditing requirements as federal Workforce Innovation and Opportunity Act (WIOA) funds

Mandates subrecipients maintain separate accounting for each state grant code and use EDD's automated reporting systems for transparency

Exempts workforce directives, bulletins, and guidance issued by EDD from the Administrative Procedure Act's formal rulemaking process, while requiring such guidance be publicly available and cite its statutory or federal authority

Creates a state-mandated local program, with reimbursement to local agencies if the Commission on State Mandates determines costs are mandated by the state
