Establishes a Baccalaureate Degree in Nursing Pilot Program authorizing up to 10 community college districts to offer Bachelor of Science in Nursing degrees

Prioritizes selection of districts in underserved nursing areas, communities with persistent poverty, and ensures equitable geographic access across northern, central, and southern California

Limits BSN enrollment at each participating district to 25% of the Board of Registered Nursing-approved associate degree class size, or 35 students, whichever is greater

Requires participating districts to have nationally accredited nursing programs, with provisional selection available for districts in "candidate" accreditation status, prioritizing Central Valley and Inland Empire regions

Mandates Legislative Analyst's Office evaluation due July 1, 2034, assessing program effectiveness, costs, completion rates, and expansion recommendations; pilot program sunsets January 1, 2036
