Requires the State Department of Social Services to use state General Fund dollars to continue issuing CalFresh (SNAP) benefits to existing recipients if federal funding is withheld, suspended, or delayed

Defines a "federal funding lapse" as any period when the federal government fails to appropriate sufficient funds to cover full monthly SNAP allotments for California households

Limits state-funded benefits to a maximum of three months or the duration of the federal lapse, whichever is shorter

Creates a continuous appropriation from the General Fund, allowing funds to be disbursed without additional legislative action once the Director of Social Services declares a federal funding lapse

Requires the department to seek federal reimbursement once funding is restored and maintain separate accounting records for all state expenditures under this provision
